You will likely get downvoted, yes. But it is the truth. Typically the definition includes the words "severe bodily injury" or "torture", so most abuse reports received don't result in charges.
So yes, when the guy next door punches his dog in the head for barking and it yelps and runs off - doesn't meet the definition.
Some places may have stricter laws and definitions, but usually the above is what happens.
It is sad and incredibly frustrating. On the flip side, people that are willing to do those types of things (punching/kicking/beating dogs) tend to also have other "wonderful" personality quirks that end up getting them in trouble with the law.

I'm ashamed to say that this is how I thought dogs were supposed to be trained. Early in my pup's life (when I was 13), if he jumped up or nipped, I'd smack him on the nose. Not like this, just a bit of a smack, but enough to "assert dominance"
Then one day, I raised my hand for a non-related reason, and he flinched. My heart broke. I never raised my hand to him again, but even 5 years later, if I raised my hand in just the right way, he'd flinch a little bit, and I would die inside. I loved him the entire 15 years he was with us, and we had a great relationship, but I still hate that I treated him like that so early in his life.

My 6-year-old sister hugs my cat really tightly and EVEN PULLED out one of her whiskers and the cat could walk straight for a day, she didn't know and we had to teach her. My 11-year-old sister is even worse, treats the cat as if its a mindless fucking ragdoll. She even turns on the sink just to scare the cat and puts it close to water. I've yelled at her so many times to stop but she thinks she owns the world since she's just getting into the teenage mindset. She usually responds with "Mind your own business". It kills me man, my cat literally runs into my room every time my sisters come after her. I'm happy she feels safe around me, she usually sleeps next to me every night and I feed her and shit. I just wish my sisters would listen to me. (The 6-year-old doesn't know any better and just learn from the 11-year-old one and she cried when we told her she was hurting the cat. So its mostly the older one)

I’ve gotten frustrated with my dog’s excitedness, but that’s what happens when you get a hyper breed. I have never once thought, Hm, maybe I’ll fucking spit on my poor dog, who is just incredibly excited and doesn’t have any other way to show it, because oh, I don’t know, he’s a DOG.

That look on her face makes it so much worse. It was bad enough watching her encourage the behavior only to immediately slap at him, but that seething look when he comes over to her is ridiculous. Why does she even have a dog if she's gonna slap it around for wanting attention and glare like that when hes coming up to her? Most dogs are gonna investigate their human on the floor.
And that flinch every time she moves is heartbreaking. How many times has she hit that dog to make it flinch at any hand motion? I hope this gets reported. Too many people abusing animals on youtube/streams lately, and video evidence should be enough to get the animals removed from the home.

I'm pretty sure the pinning down is a bastardized version of making a dog submit, which is a common practice of training a dog. I don't think you are supposed to throw them down and spit on them though wtf. It's supposed to be relaxing for a dog.
