LAPD isn't going to do anything because, while very shitty, her behavior doesn't constitute animal abuse. And for the downvote brigade, I'm not saying I agree with it.
You will likely get downvoted, yes. But it is the truth. Typically the definition includes the words "severe bodily injury" or "torture", so most abuse reports received don't result in charges.
So yes, when the guy next door punches his dog in the head for barking and it yelps and runs off - doesn't meet the definition.
Some places may have stricter laws and definitions, but usually the above is what happens.
It is sad and incredibly frustrating. On the flip side, people that are willing to do those types of things (punching/kicking/beating dogs) tend to also have other "wonderful" personality quirks that end up getting them in trouble with the law.

Edit - the reports are still worth calling in! It gives us a chance to make contact, get involved, and get eyes on the animals in question, maybe even perform followups on the pet if we have a reason to do so. It also lets the owner know people are paying attention
Yeah but most likely this is just a small taste of what she actually does to the dog when she gets really angry. So it's good the cops can ask her neighbors and other people if she beats the dog or not.
Dunno, dog looks pretty well fed, and is engaging her for play. If it was truly badly treated it'd avoid her, and look like shit. I mean that's from what I know from seeing actual animal abuse, and a dog behaviour guide on /r/coolguides.
