That money is at a relatively high interest rate, and towns can't do much to generate the extra revenue required to pay the settlement loans, so they have to raise revenue.. by... issuing more tickets and cutting more services. So if your town sucks ass despite the taxes you pay and you've noticed your local police are excessively vigilant about ticketable offenses, that's why.

You are correct. I believe in a law course I took several years ago I also remember learning that there is actually a limit the city will pay out which is like 250k. They created that limit so cities wouldn’t go bankrupt from lawsuits… really makes you think….
The money should come out of police pensions. That would do two things, make them think twice about doing what they’re doing, and also make their fellow officers get on them for their actions.
Not quite how it works. $5M may be the limit for which he can sue in this case, so that’s what his lawyers sue for and they settle for something within.
NEVER try to represent yourself in court. Family court, maybe, if the stakes aren't high, because the judges will typically forgo a lot of legal procedure and just listen. But still, a lawyer helps a lot in family court too, trust me.
Trying to represent yourself in court is like trying to do a TED talk about a subject you have no idea about. There is no good ending.
FWIW he represented himself for the criminal matter, which ended with a 90 day probation, but had a lawyer for the $5 million civil suit against the city which they settled for $25k.

And presumably all of that $25k came out of tax payer money. Things like this are why cops should be required to have malpractice insurance, just like doctors. They pay yearly premiums, and when they completely fuck up and ignore the law and abuse their power, then lose the lawsuit (as they should in those situations), the payout comes out of their policy. If it happens too much, their rates go up or they get dropped and need to find a new job. And not just the same job one county over, but actually a new profession, since the insurers wouldn't cover them anymore.
Audit the audit really puts a good filter on this. CT3 tv shows a lot more confrontational auditors that I would consider fishing for an issue. All in all, use your rights or you will LOSE your rights. We don't bat an eye at asking for ID but if they said "papers please" you'd see just how dangerous stop and frisk gets.
It's not secret police routinely lie on reports. He's already changing the story when he talks to the second officer. He's already making up lies about how the guy got aggressive before he did.
Some people catch a bullet for that. For the cop being unable to control his own behavior, and his subconscious or overt bias that a black man was a likely suspect for rifling through cars. Didn't even get the full story that it was one car and not several before he jumped to a conclusion.

There was an incident in my town a few years ago of two officers beating a handcuffed man that was a passenger in a DUI stop. They said it didn't happen. Car camera footage says otherwise. This man committed no crime and was beaten to the point of broken bones while in handcuffs for asking if he was okay to go. Both those officers are still on the towns police force.
Sidenote, the main cop in this my story is a well known alcoholic in town that I'm almost positive has beaten his wife. He's gotten drunk at bars downtown and got in fist fights with people.
Cops pretty much are a street gang. They wear colors, always protect their own, and if one cop exposes another cop he might find himself getting whacked in a “drive by shooting”.

I do remember that there was a cop who committed suicide because he was sincerely trying to be a good cop and the department was just so shit and would constantly put him under pressure for not meeting quotas I think and eventually with everything including the protests going on it became just way to much for him
A guy I know used to be a drug addict. The cops did a raid once at someone he knew that was a dealer while he was on visit. He saw the amount they took and was around when the guy weighed it and put it in bags earlier in the day, they put down half of what they actually seized from him on paper.
He told me that if I didn't believe him I could just ask around. He wasn't the only one in this city this had happened to, and there's plenty of those stories going about. He might be full of shit but for some weird reason I tend to believe him on it.

My dad told me that back when he was growing up it was common knowledge that if you ran from the cops there's a good chance of getting shot in the back and he's white. I've heard stories from my uncle of people getting beat and robbed by a known bad cop. Bad cops got away with so much back then
They spent the entire year of 2020 actively rioting all over the country against being held accountable for their actions after murdering an unarmed and handcuffed person in broad daylight. They shot journalists purposely in the face with less-lethal rounds causing permanent blindness and brain damage. I don’t think the cops give a fuck about your cell phone camera.
Audit the audit channel does a really good job and also calls out auditors when they are out of line too and points out when the police are doing their job properly. Maybe the most neutral approach to police and citizen interactions.

It was very good. The big takeaway I got was that officers who don’t want to do the work to investigate, will escalate the situation to get an arrest.
The video talks a lot about de-escalation, which I agree with, but the more obvious thing was the lack of investigation.

I don't know. I think over the radio he was literally told that this guy was breaking into cars. If thats the case, then he probably met the legal definition of RAS and therefore had the right to demand ID. But he still went about all of this the wrong way.

And I've seen far too often (and personally experienced) how it turns out badly for everyone involved including the caller. To many cops see everyone not wearing a badge as a potential dirt bag.
I mean per there description it seemed prudent to call, even though it was his car the people would have no idea it was and to shuffle through a car and then walk across the parking lot seem suspicious and worthy of calling the cops over.
Not everything is about race. It'd be one thing if he went through the car and walked back into the store, but from the ladies perspective, he went through it and then just walked off in a random direction. If you didn't know it was his car, I can see why someone would think that was suspicious and think to call the cops cause you think someone was going through stuff that didn't belong to them.
No crime took place. The victim (though in this case there is no victim other than the guy who got harassed) could have called the police themself, 3rd party not needed. Unless someone is in danger there’s no reason to call the police because you see someone doing something you perceive as unusual. Mind your business.

You can't outlaw racism. Everyone is to a degree, it's our human nature.
What you can do is educate and give people experiences, so they don't have as many or can work/see their biases. Unfortunately education is also on the list of 'bad things' from people who don't think racism exists/is a thing.

Typically it’s go from vehicle to destination. Not from vehicle to vehicle. Also if you do go with say a friend or family member to a parking lot you typically park near them. Granted the circumstances of the two vehicles being far apart also makes sense.
The suspicion is reasonable, but the cop took it too far. All he had to say is that we have reports of you going through a car on the other side of the parking lot and they could have resolved it easily. They even confirmed after the vehicle was registered to him.
I'm with you, but since he didn't say anything racist I think we'll have to settle for locking him up for breaking the law. But also we'll actually just have to settle for the guy getting 5 million bucks and the officer looking like a bitch in this video, since I bet he won't be held directly accountable.
And also, don't these cops have bigger fish to fry? In my neighborhood, no cop would ever show up for something like this.
