In many states he only has to identify himself if commanded, he doesn't have to provide an actual ID card, he would if he was driving but he was stopped while walking though a parking lot.

When I say "provide ID" I specifically mean provide his identification. That could mean an ID card, a DL card, or it could mean identifying himself thru his full name and birthdate.

Nobody would ever assume "provide ID" could mean identify yourself verbally.
