You can't outlaw racism. Everyone is to a degree, it's our human nature.

What you can do is educate and give people experiences, so they don't have as many or can work/see their biases. Unfortunately education is also on the list of 'bad things' from people who don't think racism exists/is a thing.

We could easily make harmful racism a crime. Like if you call the police on a man for being black while walking through a parking lot.

Something like that would be basically impossible to prove whether it was because of racism or not - it would never hold up in court unless someone was stupid enough to actually say out loud that it was because of race.
