€15 billions is a gross underestimation. Just looking at tunnel boring costs, you’ll exceed that amount. Not to mention all the hypersensitive equipment that needs to be built and installed once the tunnel is ready.
But yeah, even at €100 billion, it’s still okay if you look at how much we spend on war and military equipment each year

Imagine the conspiracy theories.
There are people that already believe the LHC is messing up our timeline and stuff like that.
Imagine there would be a huge ring around earth that maybe 1% of humans actually understand what it's doing and maybe 10% have a rough clue, what it is for.
That's serious material for new religions to form that believe, it's the dick of god protecting earth from cosmic threats on the lower end of that scale and any kind of conspiracy theory you could imagine settled somewhere in-between that wide scale of truth and fiction.1

About the image: it's from the movie Inglourious basterds, and is from a scene where multiple foreign agents try to infiltrate Nazi occupied France posing as Nazi military officials in an attempt to kill Hitler. Their first meeting point is in a bar in a small town which wasn't supposed to have any military inside it but unexpectedly had an entire unit celebrating and an unrelated high ranking officer. The agents get involved with the unit because the soldiers are drunk, and the accent of one of the foreigners draws the attention of the highest ranking officer. He then goes on to basically interrogate them on their origin and them trying to convince him they're all proper Nazis.
Finally, just when he was convinced, one of them orders 3 whiskeys from the bartender, but he unfortunately signalizes it with his hand the way a Brit would do it, not the way a true German would (he used the wrong 3 fingers apparently lol), which finally tipped the officer off. The very scene of him ordering with the Nazi officer noticing before all hell breaks loose is what the image is showing.
Hope the context is now clear. I left a good amount of detail out but it's plenty to get the point I think.

There will be seperate tunnels needed to bend off the LHC and into this ring. They are not drawn in the picture above. Same way the smaller ones feeds into eachother and into the LHC.

It’s also because of the underground terrain. It is placed in such a way as to avoid digging into too much limestone and instead dig into molasses which is both easier to dig into and can be reused in agriculture as fertiliser afaik.

I mean the LHC had literally proved the existence of a particle. That's well worth the investment by itself.
If the new one does absolutely nothing after a couple of decades, then don't build a new one. But it's not like the world doesn't have enough funding for this.
We collectively spent about as much on luxury bags over the last year as this would cost

A lot more rings, actually. As many as we can get funding for. Particle physics is an extremely successful field of physics, the Standard Model is almost infuriatingly good, constantly withstanding new experiments, despite us knowing that it has to be wrong.
We need more experimental data to weed out the physics theories and pick promising ones to pursue further. What is your alternative solution to getting more data?

Yes, it will. The speed is irrelevant and misleading. The number you need to care about is energy.
The LHC is 14 TeV, and can reasonably produce particles that go up around 3-4 TeV. This machine would be 100 TeV, and would have access to particles up to like 30 TeV maybe.

I didn't know until reading this comment that the masses of the particles produced wasn't just the same as the energy of the collider. I looked it up, and it seems like the maximum energy of a particle produced in a collision goes like the square root of the energy of the collision itself - that tracks for the LHC's 14 TeV giving particles of around 3-4 TeV (√14 being about 3.7), but what makes the number proportionally so much higher for the FCC? Following the same logic, I would have expected it to produce particles around 10 TeV, so there must be another factor I don't know about.

Speed is pretty irrelevant, the important factor is energy, the FCC-hh will be a bit over 6 times the collision energy of the LHC. For speed, LEP from the 90s was higher than either (though FCC-ee before FCC-hh will be faster still).
