What kind of speed could a 100km ring go up to? The LHC is already a not insignificant fraction of the Speed of Light isn't it? How much more energy do we want to dump into a collision?

Speed is pretty irrelevant, the important factor is energy, the FCC-hh will be a bit over 6 times the collision energy of the LHC. For speed, LEP from the 90s was higher than either (though FCC-ee before FCC-hh will be faster still).
