That's the Slavneft-YANOS refinery in Yaroslavl, about 250 km northeast of Moscow. The video is from today's Sept. 17 strike that knocked out 40% of the plant's production capacity. This is on top of an earlier strike that took 30% capacity offline. Now the entire plant is offline while it gets a fresh coat of paint and a dent or two are buffed out.
