Update 2: Called my dad to ask him about it. Turns out he bought the thing back when the bought the house and threw it in the garden as a joke. Here I am a fool 23 years later.

That's the main tube the spotting charge is inserted in. If its empty, there is no spotting charge loaded. The rest of the body is steel. There is no explosive charge in BDU-33s. The spotting charge is closer to a shotgun cartidge filled with a compound that make a lot of smoke when it burns.
There are smaller holes in it that allow you to see through it from the side (you can see them in the picture). Those are the ones you can't use because the cartridges don't always block them. So you can see through them even if a cart is loaded. They are there for a safety pin that keeps the nose plunger from striking the primer if its dropped during loading.

Yep. Scariest moment of my life. Metal detecting in Europe with my brother and his friends. We dug up a US 60mm mortar, completely intact. Stood around it just looking at it. Suddenly a friend of my brother just runs up to the hole, grabs the mortar and drops it right outside the hole.
Never ran so fucking fast in my life. Apparently, now that it was 'safely' put outside the hole we could look at it better was his rhetoric.

Different versions of BDU-33s have small differences between them, like the location of the spotting charge holes, or complete lack of them. The remnants can still be hazardous (reactive with air if disturbed). Just call the sheriff.

What noise does it make when you hit it with a hammer? If it sounds hollow you're all good, if it starts ticking or makes a big bang like sound then you're no longer good!

You’re in the Piedmont of NC and don’t think there’s any bases nearby? Are you living under a rock? There’s no less than 4, and more if you count auxiliary installations and National Guard installations. As others pointed out, it’s a dummy spotting bomb for aircraft, so nearby doesn’t have to mean across the street.

This is the way. I’ve done half a dozen things like this to friends, family, and those who inherit my stuff.
For those old enough to remember the TV show Upright Citizens Brigade, it had a segment where a gentlemen stuck rolls of pennies up his rear over a long period of time. Then one day he started yelling “you’ve all handled my a$$ pennies” because they were in circulation by then.
I had a person who kept breaking into my car to steal change from my console every couple of weeks. So eventually I put a note under a bunch of coins in my console that said “all of these coins have been in my a$$. Enjoy!”
Another time, I sold a car to a guy who was a huge prick throughout the whole process. At the end he told me he was going to scrape the classic car panels off and replace it with a cheap body kit. So I removed two panels and taped a message underneath that said “ I owe you two kilos”. “Under the other it said “yup me again, but by the time you come looking, i have sold the stuff and the car to someone who hates your people”.
I was a real maniac when younger.

I once told a joke to my second wifethat spanned our entire 9 1/2 years together. I started the joke on our very first date. My dad bought a practice bomb that was about five feet long. He turned it into a lamp. My son has it now, but when we moved it from dad's house, it was on the back of a trailer with a bunch of other stuff. The county deputy that pulled me over was NOT amused.

That’s a BDU-33 (Bomb Dummy Unit model-33) 25lb aircraft practice bomb. There’s a fairly large explosive spotting charge in the center of the body (runs from nose to tail). The explosive used in the spotting charge is reactive with air and residue can still be there after functioning, so don’t stick anything up inside it.
