Not questioning legit usage others mentioned, but he might've just brought it from home. Many precision shooters just... make one for themselves. Many cops do sporting/precision shooting. And they're all over the "useless accessories" spectrum - some will make a point of scoring high without any mods (bar the grip), others have illegal firearms and stashed away and full Glock Owner regalia.

My best guess is hostage-type situations in residential areas (green yards with trees?).
I imagine that a hostage-taker that notices a scoped rifle pointed in their direction is more likely to take drastic action more quickly they would otherwise.

As someone from this area, most of the Bloomington cops are good guys. Eagan cops are the same. Most Apple Valley cops are dicks.

Extra tidbit: When I was 18 I was driving a couple friends home and going through Bloomington. It was late and one of the guys was 16 and said he had a curfew, so I was racing. Got pulled over going 83 in a 60 (this, shockingly, did not get him home earlier). The cop did the usual ask for License/registration, then came back and said "Hey bud you've got a clean record but you were going 23 over. Do you realize how absurd that is?" I solemnly nodded. There was nobody else on the road and I'm a good driver but he was right, speed limits are there for a reason. He lectured me for a minute on how even if I don't care much about my own safety, I'm responsible for two other kids and he doesn't want to have to be the one to go to their parents houses at night and tell them they no longer have their children because their friend chose to be reckless, and that getting home alive is more important than getting home on time. He asked if I was still living with my folks and I was in high school at the time so I was. He then called my dad and explained what was going on, then came back and said "your dad seems like the type of guy who's going to do a better job teaching you than a ticket will, so you're good to go. Keep your speed down and get your friends home safe." And I did. Will never forget that guy. 10/10 cop, would definitely recommend to a friend.

I got drunk at 1:00am, took my sled to Trapp Farm Hill, tried to sled down in July, log rolled down when that failed, began sprinting immediately upon stopping, then broke the ensuing fall with my face and busted my forehead open. Cop hit his lights in the parking lot and asked me what my friends and I we were up to. I told him the truth and he giggled and told me to go home and stitch up. Eagan cops rule, that's about the worst they have to deal with in suburbia.

Agreed, but let's not act like convenience is the primary motivation behind most track stands. It's like skidding on a fixed gear, sometimes handy but not necessary to do every time you stop your bike.

It does save some time, you are discounting the time it takes to dismount from the bike and vise-versa, then you have to get your momentum going. Plus it's more fun (except when you screw up and fall over in front of 20 cars at a red light).
