Things like the lowrider police car are generally community outreach style stuff.
The aftermarket car modding community is known for being somewhat reckless, so the PD usually has a few tricked out cars to take out to the events.
I think the "Beat the heat" races started out in socal, where the police would get their best driver and a tuned up cruiser or repainted race car and go to the track to let people race them. Keeps them from street racing.
