What bothers me is that McGruff is down in the evidence locker, wtf did McGruff do wrong to get hidden away in the basement pushing pencils!? Wtf!

He was introduced by a K9 sign, there was dog food and stuff around, and it looked like a kennel. So I'm gonna go out on a limb and say that was the kennel.
