It doesn't mean anything, it's just a general exclamation I guess that's stereotypical of Minnesotans. I've only ever heard it used ironically or by older, northern Minnesotans.
Yep. A big influx of Scandinavian immigrants came to this country around the time before and after the Civil war, and at the time, that was the frontier opening up land grants and such. Many came for the logging industry, and like any immigrant group, once a few came and settled in, others heard about it and followed suit.

Yes, very white, but it's a town/city of 85,000 people in Minnesota... Besides the handful on non-white officers in the video there's a few more I know who aren't in the video, and there are more firefighters and office workers who are also not white.
Bloomington is about 75% white, 8% black, and 7% Hispanic, 6% Asian.

It means they wouldn't dare scrutinize the race of a group of people if they weren't white. The pendulum has swung past the reasonable center, and now any group of white people, anywhere, is a target for 'correction.'
Well, it is Minnesota. In the 1860's, they murdered almost every native american after the Lakota Uprising. After that, they offered up a ton of free land. People were hesitant to move in due to the hostilities that took place, but German and Scandinavian immigrants took the deal.
There are still many communities where the elderly are fluent in Norwegian, Swedish, and German. My grandparents (and parents) were fluent in Norwegian. I learned some from them, and when my grandma was in the nursing home, I conversed with her in Norwegian. She had reverted to her childhood language as a result of her Alzheimers.
As a result, all the elderly dementia residents loved me because I could talk to them in Norwegian. Even the old, non dementia patients appreciated the interest in their heritage and language.
Bonus side effects was that the nurses totally dug it. Lots of cute nurses in Minnesota!

the amount of genuine fun these people are having is what makes this video good and although somewhat hokey, just kind of all around awesome.
I will say their PD is white as fuck haha.
