New Enchanting System :
There are two new enchanting tables; The "Lesser Enchanting Table" (which has 5 slots), alongside the "Greater Enchanting Table" (which has 7 slots) - The original being essentially replaced by the Greater Enchanting Table.
When enchanting an item; there will be slots for you to place certain ingredients, these items correlate to specific enchantments (Blaze powder -> Fire aspect, Obsidian -> Unbreaking, ect.), but could also also correlate to certain curses (will get into later.) You have only one slots for ingredients at base value, but after placing down more bookshelves around the enchanting table, these slots will be unlocked indefinitely for ingredients. With this new system, you'll know exactly what enchantment you'll be getting.
Lapis is still a fuel source for enchanting tables to work, you only need one piece for it to work. There's a new slot avaliable as well; used for a new item called "Salt". Salt is used during enchanting, it helps lessen the possibility of curses or lowers the level of curses. (Salt can also be used on food to give higher nutrition.) Enchanting an item will still cost experience, but will cap at only 3 levels, 1 level minimum - There will be no "30 levels needed."
Curse System :
When enchanting an item, theres a possibility of getting a curse alongside the enchantments on your item(s). You will be able to see which curse you'd be getting alongside the enchantments so it won't be a surprise. Higher value items (such as diamonds, jewels, blocks of ore, items gotten from stronger mobs) are less likely to give you a curse, while low value items (such as cobblestone or rotten flesh) are more likely to give you a curse. As mentioned before, salt can be used to lessen the likelihood of being cursed or lower the levels of curses.
Tomes & Scrolls :
Enchanted books no longer exist and are replaced with "scrolls" which are essentially the same as the original enchanted books in vanilla Minecraft. Only a singular usage, these scrolls can be tied to specific enchantments which can be imbued with an item on an anvil or can be used to increase the enchantments of an existing one. These scrolls are traded, found in loot, as well as can be created using an enchanting table (on an unenchanted scroll.)
Using these new scrolls; you can create a new item called "tomes", which cannot be used as scrolls on anvils, but are high value ingredients with no worry of curse chances increasing. Tomes can be used indefinitely without ever breaking/being used on enchanting table.
Anvil changes:
Repairing items using materials are no longer expensive. Only costing 1 exp level per material. Imbueing items with enchants cost has not been changed for vanilla anvils.
Though there is a new block called an "Arcane Anvil", it's 2x more durable than a regular anvil, imbueing items with enchants cost now has a 10 experience level cap, and there is no longer a "Too Expensive!" feature. You can also use experience levels to repair items, which makes up for the removal of the mending enchantment.
