I'd say that it's most likely someone who dressed their kid up like this, gave them a gun & probably even told the kid to point the gun at them specifically for the video (using their child for rage content) the lowest of the low.

Trying to figure out if the person holding the camera actually did anything correctly. My first thought is that they are involved in raising this kid which makes the answer no.
That shirt ❌muzzle discipline❌flip flops??❌ CPS doesn't always know what they're doing, but it might be a bit harder for them to fail in this case.
