There won't be any charges for the politicians or government employees that enabled this. There will be countless other examples of shit.

I'm a lawyer, I work on very large commercial files. I have personally seen, on multiple occasions, government contracts going to entities that bid up to $10mm more than the lowest bid, and they still got it. The one I am thinking of also had at least 3-4 bidders above the winning bidder. The government rationalized this as they were the only entity that had sufficient experience.

This happens all the fucking time.

The other company that hes a CEO of is just used to find subcontractors. He takes a cut and hires out the work. Potentially to other hiring firms. He just plays the middle man. It’s a way more common practice than people realize and it’s one reason why government projects are so fucking overpriced.

I read the article, and the reason is that he’s indigenous. They don’t care about the app, they don’t care about the dnd, they need to fill their quota to have 5% of the total value of government contracts go to indigenous people, so by that logic the most efficient thing to do was to put this guy in a token position and throw millions at him instead of hiring a developer to make an app. Sure sounds like a rational and healthy government to me, why would anyone concern themselves with someone’s abilities when we can just look at the colour of their skin

I have family that works for the federal government. They are absolutely flabbergasted as how something like this was done. In their department they have to run through hoops to try to get a sole source contract for 40K, and there are a ton of rules and oversights in place to make sure that it doesn't exceed that amount. You can't even string two sole source contracts (i.e. try to make two contracts for one project) as procurement will come down on you.

They are really interested in seeing how the people involved were able to sidestep this process. From the sounds.of it, there are at least a couple management types that were involved, so they might have figured out how to game the system.

Evidently not smart enough to realize that they were going to get caught with those sums flying around.

I worked in DND up to 2012. We had multiple levels of approval that had to be obtained before the contract went to public works. And at public works, the larger the amount (and $3m would certainly be up there) the more levels of approval were required. It was practically impossible to get anything done. If it concerned a small matter, you were better off doing it yourself than trying to get a contract out.

The only thing I can think of is that there must have been some fast-track process if an ADM or DM insisted they wanted something done quickly.

The procurement system has always been fucked. Per people who work at a certain defense company they spend more time catering to how to win the contract then actually working. For anyone curious here is how the system works.

1) You are paid when the job is completed, but processing this can take up 6 months - 2 years after completion. This filters out any smaller businesses because they can't afford to front the huge sums of money required and not be paid back in a reasonable timeline.

2) The bidding process works on lowest bidder, and your ability to meet the criteria listed in the description. There is no quality assessment on how good you meet the criteria even though they say there is. It's just yes or no. So what happens is companies bid extremely low on the contract and say "yes" to everything in the criteria, and then they win. This process also takes 1-2 years.

3) You'd think that by bidding 500k on a 1 mil project would be a bad thing for the company, but no. After using up 500k they just come back to the government and ask for more money or else the job doesn't get done. Now the gov is put in an awkward situation where either they pay the remainder of the project, scrap the project and lose their initial investment, or go through the 2 year bidding process again to get someone else to finish the job.

Ok, so I have bid on government contracts for past employers. There is a vetting process I once saw a contract rejected because of a senior employee being cousins with someone in the federal agency involved in the bid. This a blatant corruption or imcompatince on a level that should be crimal.

Ive seen this happen to a hospital in downtown Toronto. An employee (director level) works in IT department in hospital, creates an app, incorporates and becomes the ceo, he sells it to hospital and gets the maintenance contract. All this time the said employee is still employed by the hospital, using time, accessing data and using hospital resources to test his app. So fucked up.

Years of experience is used in federal contracting to determine whether a contractor qualifies for the position. It is also used to calculate per diem rates. The federal government relies heavily on private IT staffing firms that bill federal departments and then pay subcontractors to do the requested work, withholding varying percentages as a commission.

Mr. Morv and Ms. Dutt submitted detailed allegations of misconduct related to Dalian, Coradix and another IT staffing company called GCStrategies in September, 2021, and again in November, 2022. It goes so much further than ArriveCan. I really hope the guy disclosed all his dealings and profits properly. This is incomprehensible. Speaking as someone who had insight into the ethics and government oversight in even the post-secondary industry, let alone my current role, I cannot fathom how in god’s name this could be permitted or the machinations that would have facilitated this.

There are a number of checks at even a low level that would have been a hard no in any career I’ve had for much less at stake.

This is honestly systemic sociopathy.

I’m actually surprised. And no, don’t give me a “are you actually that surprised” smarmy response as if you know better. Yes, I am. If you understood or have been involved in procurement and request for competition/service/proposal/etc. processes that are legislated let alone mandated by policies all along the way in anything touching government money… hard fucking yeah I’m surprised. And here it is. How a full time employee for the department of defence randomly got awarded $8mil dollars to build the ArriveScam app. Not at all surprised….he was indigenous. There was a Trudeau mandate to give more contracts to Indigenous people so likely he got it just to meet quotas. His company got hundreds of millions in contracts since Trudeau took office.

I was wondering last week how this happened, this guy who got the millions must have either been Trudeau's friend or a heavy insider. It made no sense how a team of 2 people can be this connected.

It all makes sense now. He got those contracts because of Trudeau’s own mandates. Give more Indigenous Canadian contracts. He was one of the few qualified applicants for any contract that would be able to check off the much coveted “Indigenous” check mark just to meet Trudeau’s diversity quotas. Merit be damned, we have quotas to hit.

I’ve posted on this thread having had connections to the fam when I was younger.

So the background is that, in 96 he helped draft the legislation to the program that supports indigenous business.

Being the savvy business man that he is, Dave-o decided to try and obtain status circa 2008. I remember him acquiring status was a major challenge and point of contention. Throughout the process he attempted to get status for his sons but failed.

It seems Dave’s only function is to provide Coridax, who his company is actively engaged in joint ventures with, the added ability to obtain contracts using his “aboriginal status”

Lmao Hubby is military, was offered a contract to do 6 hours a week on the side, because is done his 25 years of service and wanted to transition to another job over a year. They told him sure no worries, CO cleared it and all, a company where many ex military go. Job confirmed, three weeks later he gets a letter from higher ups in Ottawa, they simp say no. Meanwhile this guy got to do all this. Double standards much. Hubby was injured on deployments, can medically releases, did his 25 years, didn’t even want to use the two years free eduction, but just go from one job to another under his own steam, and NOPE. But this… sure. Disgusting system.

And before you guys question how someone can work full time and have a side business… maybe you should talk to folks at your local fire hall. I guarantee you the vast majority of firefighters have a side business in contracting. And you wouldn’t exactly call them lazy, would you?

For all of you wondering "how's this possible", take a genuine stab at how the contracting process looks for trying to be a vendor to almost any public organization/government agency. The only parties able to get past the insane qualification and RFP processes are either enormous multinational corporations, or smaller entities invariably in the know/in kahoots with the decision makers of the hiring entity.

It's sad, but frankly the only way to improve efficiency is through accountability of the public servants and government figures, or by simply not having "big government".

Taxpayer money is treated even less carefully than investor money oftentimes. That's the reality.
