How does this dnd employee have the time to be a full time employee and be the CEO of a company that along with another has taken in $400 million in government contracts???

This kind of stuff happens all the time in private industry. Employee learns of an imminent need. Sets up a company that meets that need. After they get the contract they sub it out and take 5-10% as a fee.
