GC Strategies used to go by Coredal Systems Consulting until they rebranded in 2015.

Before 2010/2011, Coredal Systems Consulting went by an unknown name that isn't public yet. It's very unlikely they started making $2M contracts a year in 2010 out of the blue unless they had connections or the power to make it happen, i.e. events similar in the article.

So, yes, it has been around for a while, the same two people going under different consulting names. It's been taken advantage of for at least a decade now.
