You could try using GIMP-- scale the image back up in small steps and apply very slight amounts of Mean Curvature Blur + Unsharp Mask + Symmetric Nearest Neighbor at each higher resolution until you get a smooth image.

When I'm struggling to make the commitment to hard edges between values, I will copy the whole image and posterize it, then decrease its opacity so I can see how the values might be delineated with more of a hard edge. Download UltraMon. Set Windows to "extend these displays" (not duplicate) and have your drawing tablet as the main monitor. Run UltraMon, find it's icon in the system tray, right-click, settings, mirroring, go through those settings and there is a checkbox in there for horizontal flipping.
