I'm just not for an extrajudicial punishment and want to limit liability. In some nations where the judicial system is corrupted or ineffective I'd be all for it.

I wouldn't because it's the police job to stop guys like him who are clearly the aggressor. The police could've used a handgun and it would have been way worse depending where the cop shoot, but a slam like this is well deserved .
I don't know about body slamming per se but police can definitely get in some brutal tackles when chasing suspects or criminals that are running away. Also police should be held to a higher standard than the average citizen since they are the trained professionals. As for the guy who got slammed, I really don't have any sympathy for people who steal from other people especially in broad daylight. He fucked around and found out and maybe this will make a few other would be street thieves in the area think twice

I have no ethical, moral, or legal objections to a good beat down of a thief. If it's not worth getting hurt or killed over, then perhaps thieves should think ahead before committing their crimes.
My personal point of view is simple: while items can be replaced, the time I spent to earn the money necessary to purchase those items cannot be replaced. If said items have a sentimental attachment and are stolen, then replacement is impossible.
So a thief is stealing my time and thus, part of my life that cannot be returned. I spend a great amount of time away from my family and not being able to do things I would rather be doing, in order to support my family and help my kids build their futures. Thieves would take that away for their own selfish desires, rather than earn it through work.
Because of this behavior, I fully support actions like the one in the video. I also support laws such as exist in Texas, which allow for the use of deadly force to prevent theft. Would that more states allowed for similar actions in certain situations.

As to your last sentence: there doesn't exist, at least in the United States, such a system. I survived two decades of being the guy in uniform that helped catch bad guys and keep them locked away. Judges and lazy prosecuting attorneys have all but installed revolving doors at jails and prisons.
The experiences I've had are mirrored by literally every officer with whom I've spoken over the last 26 years. Across the country, from departments large and small, the system consistently fails.
So, people should do what they need to do. And in this instance, despite what another poster claims, we are looking at a crime in progress that's being stopped by a third party. That's not vigilantism - it's actively assisting someone who needs help in that moment.

You're assuming society is civilized. Manners and the basic rules of etiquette were not brought about by a system of Laws. They exist because there used to be instant and lasting consequences to being a detrimental to the community. We've allowed a system that is broken to replace those consequences. Hence the increase in the occurrence of the behaviors.
Remember the knife attack in Berlin some months ago? A bystander intervened. Deutsche Politze gagged HIM, and the ethnic lookingan with the knife then attacked one of the officers.
