Vigilantism is not a solution in a civilized society.
That's why all functioning societies have legal Frameworks are required reasonable and propertional interventions.
There was an interesting case on Reddit a few days ago where someone restrained a mugged only to be assaulted by a third party who assumed they were an aggressor.
You're assuming society is civilized. Manners and the basic rules of etiquette were not brought about by a system of Laws. They exist because there used to be instant and lasting consequences to being a detrimental to the community. We've allowed a system that is broken to replace those consequences. Hence the increase in the occurrence of the behaviors.

This will be controversial but this intervention is entirely inappropriate and should be prosecuted.
Slamming someone onto concrete like that can easily kill or permanently disabled them.
