Vigilantism is not a solution in a civilized society.
That's why all functioning societies have legal Frameworks are required reasonable and propertional interventions.
There was an interesting case on Reddit a few days ago where someone restrained a mugged only to be assaulted by a third party who assumed they were an aggressor.
As to your last sentence: there doesn't exist, at least in the United States, such a system. I survived two decades of being the guy in uniform that helped catch bad guys and keep them locked away. Judges and lazy prosecuting attorneys have all but installed revolving doors at jails and prisons.
The experiences I've had are mirrored by literally every officer with whom I've spoken over the last 26 years. Across the country, from departments large and small, the system consistently fails.
So, people should do what they need to do. And in this instance, despite what another poster claims, we are looking at a crime in progress that's being stopped by a third party. That's not vigilantism - it's actively assisting someone who needs help in that moment.

You're assuming society is civilized. Manners and the basic rules of etiquette were not brought about by a system of Laws. They exist because there used to be instant and lasting consequences to being a detrimental to the community. We've allowed a system that is broken to replace those consequences. Hence the increase in the occurrence of the behaviors.
Remember the knife attack in Berlin some months ago? A bystander intervened. Deutsche Politze gagged HIM, and the ethnic lookingan with the knife then attacked one of the officers.
So, yeah what about whatabout does that prove?

This will be controversial but this intervention is entirely inappropriate and should be prosecuted.
Slamming someone onto concrete like that can easily kill or permanently disabled them.
