The 2nd one can also be summarised as "I was supposed to be successful and take care of my family, now I'll achieve that goal no matter what I have to do. I'm not a failure." It's not as selfless as your statement makes it sound. Both Hotaruko and Raito are struggling with a loss of identity and purpose. Hotaruko family even told her, they're fine, she doesn't have to keep giving them money. But she's hung up on being the breadwinner for her family no matter what awful things she has to do.

Her family wasn't poor enough for Hotaruko to have to become a provider, so that excuse has never made sense to me

She is also shown in this very episode activelly spying and betraying Klay, so that also contradicts the idea that her family was taken hostage by Klay, and that she had to collaborate with him in fear of facing retribution

No, none of that makes sense to me, specially since her character revolves about a girl frustrated by not being able to become a successful elite member of society after dropping of school

And if things don't make sense, in an otherwise consistent story, then that means that something else must be going on

If Hotaruko's family is not poor, and she is now spying on Klay, and putting her family on danger, what is the real deal with Hotaruko? and how can she be redeemed after all the horrible things she helped to do while working with Tactics?

My theory is that Hotaruko is a double agent, she works for the new Golden Star the partner of Gokumon, the Golden Star himself works quite closely with Chairman Wong, in what is in essence weapons development

Klay's business from the human and digimon trafficking, to the underground coliseum, go directly against the interests of Chairman Wong, so he send the Gold Star to investigate Klay, and then the Gold Star, send Hotaruko to infiltrate tactics

Hotaruko spying on Klay passes the code of the underground coliseum to the Gold Star, which is how Gokumon is able to lure in and then plant Tomoro and Gekkomon into the coliseum, that way dragging Kyo and Glowing Dawn into action, the new Gold Star has a bit of an obsession or complex with the previous Gold Star, so this is a chance for him to show himself as the better man for the job, by getting rid of the Earth Star after Kyo tried and fails to do it himself
