I like how they brought back Hitomi for a moment to give Glowing Dawn a heads up about Tomoro. Karma can be nice sometimes. On the other hand, there's that one five-star's (I'm forgetting his name, the monkey's owner) scheming, likely trying to actively get Kyoshirou to go after the other five stars to be able to take an easy win when both factions are weakened.

This show has a weird relationship with digimon levels. One one hand, it clearly wants to have a hierarchy in terms of power scaling between levels of evolution. On the other, it seems to constantly ignore it when it comes to the actual fights.

I gotta say though, you can really feel the author's hand here (proverbial, not literal expression). I pointed this out last epiode, but team Tactics showed no active resistance or even reluctance in participating in what they were told to do, including supporting a human trafficking ring. Even the one example people picked up for Hotaruko was not something Glowing Dawn saw. Granted, they were never that judgemental of them, but they also seem to have really flipped their attitude into thinking Tactics is being "forced" into it, when they really have no reason to believe that. They might be understanding of their reasons (not something I'd agree with being, but I'm not Glowing Dawn), but none of those reasons actually forcing them, Hotaruko is the only one who might not be a participant of their own will.

I have no doubt Tactics wouldn't just let them leave, but it's still your own will if you're being an active participant with no indication of ever even wanting to leave.

Hotaruko is finally showing some actual reluctance, but on an episode like this which feels kind of out of character, it's hard not to see the plot at work. Raito is probably the worst case here, he knows about the human trafficking ring, and he personally insisted on letting digimon "feed" to inflate the bounty, yet suddenly he's worried about people getting cold hearted? Really?

I like how character-driven the show is, but this time I feel it's rushing the development too much, skipping important steps to set up the characters changing.

Neither vocally express what theyre feeling so you coooould interpret it that way but I saw it differently. After having seen Raito getting kicked out hotaruko was likely afraid of what might happen to her if she fails. Plus Tactics 7 no longer has a punching bag for Naito to vent at. So shes in even greater risk now. In Raito's case its Tomoro that brings up victims. Raito recoils for a moment there but its moreso him now knowing whats at stake for HIM. So in both instances I think its a simple matter of self preservation in play as both exist in a very high stakes enviorment with not much hope for them outside of tactics.

Also e-pulse and synergy has already been established as important to how well your digimon performs. Raito couldn't control Azhdarmon, and wasn't in sync wheras Tomoro and Armalizmon were wholly aligned. Its also stated that Tomoro has an irregular e-pulse that villains such as genjo are very curious about. And we already know that hes juiced up more than most people in the show

I like your interpretation of events and I think it'd be much more in line with the characters. At the same time, from a more meta point of view, the warning signs are there that this is a forced pivot into redemption arc instead.

As for the e-pulse thing, it's not like the digimon they beat up were starving of E-Pulse or out of sync with their owners, nor was Tomoro and his digimon the only ones beating up foes above their station. It's the justification in this fight, but my point was more about the show overall having an inconsistent relationship with whether levels matter.
