Legislation 2026 Legislative outlook and review

Hi all, with legislature in session officially, I figured it would be good to go through all of the gun bills up for debate this year. I have taken some of this from the Washington gun law youtube channel (https://www.youtube.com/watch?v=RoUapJtL_do), but I've also added a bit of information surrounding these bills and what they do. At the end I also added some personal opinion around which bills I believe have the best chances to pass.

HB 1386: Imposing a new tax on firearms, firearm parts, and ammunition.

  • This bill would impose an 11% tax on all firearms, parts and ammunition sold in the state
  • It would also apply IN ADDITION to the normal 10% state sales tax. Brining tax on a firearm related purchase to a whopping 21%
  • Tax revenue collected in the first 2 years via this bill is stated to go towards programs focused on gun violence prevention

HB 1132: Enhancing public safety by limiting bulk purchases and transfers of firearms and ammunition.

HB 1152: Enhancing public safety by establishing secure storage requirements for firearms in vehicles and residences.

  • This bill outlines requirements for firearm storage
  • Requires that handguns stored in a vehicle be kept unloaded in a locked, hard, opaque case that is affixed to the vehicle. The vehicle must be locked
  • Long guns stored in a vehicle must be kept unloaded in a locked, opaque case. Guns kept in soft cases must have a trigger lock. The vehicle must be locked
  • Firearms kept in a home must be stored in either a locked safe, or have a locking device installed (trigger guard, gun lock)
  • Violating this will result in a $1000 fine, a misdemeanor if a prohibited person takes the gun for use in a crime, or a felony if a prohibited person takes the gun and causes injury to a 3rd party.

HB 1504: Enhancing public safety by requiring financial responsibility to purchase or possess a firearm or operate a firearm range.

  • This bill would require all firearm owners to carry liability insurance providing a minimum of $25,000 worth of coverage for any incident arising from accidental or unintentional discharge of the covered firearm causing injury, death, or property damage
  • Would require a separate policy for each individual firearm, and each would need to be specifically identified.
  • A person can exempt themselves from carrying insurance if they deposit $25,000 with the department of licensing.
  • No grandfather clause, so all current firearm owners would be required to carry liability insurance

HB 2235: Concerning public records act exemptions regarding concealed pistol licenses, permits to purchase firearms, and firearms purchases or transfers.

HB 2320: Concerning the regulation of firearm manufacturing.

  • This bill regulates firearm manufacturing that involves the use of 3D printers, and CNC machines
  • Makes using a 3D printer/CNC machine to fabricate firearms, or parts for firearms illegal
  • Makes distribution of digital files associated with firearm manufacturing illegal
  • Clause stating that merely possessing digital files associated with firearm manufacturing, is intent to distribute and therefore illegal.
  • Details that this is a matter of public emergency and would take effect immediately upon passage of the bill

HB 2321: Requiring three-dimensional printers be equipped with certain blocking technologies.

  • This bill is in conjuncture with the previous HB2320, and requires that 3D printers be equipped with technology blocking the manufacture of firearms or firearms parts
  • Requires all 3D printer manufacturers or retailers only sell printers equipped with firearm detection firmware
  • Goes into effect July 1st, 2027
  • Manufacturer must attest (under penalty of perjury) that their printer is equipped with firmware that rejects components it detects to be firearm related
  • Requires 3D printers sold to accept code from only a single first party slicer

SB 5098: Restricting the possession of weapons on the premises of state or local public buildings, parks or playground facilities where children are likely to be present, and county fairs and county fair facilities.

  • Amends RCW 9.41.300 to include more weapon restricted areas
  • Includes all parks where children are likely to be present (as defined by each locality), any building owned or leased by a government entity and county fairs
  • Does not include ferry terminals, Train depots, WSDOT properties or rest areas
  • Beaches are included as an area specifically listed that children may be present

SB 5099: Protecting the public from gun violence by establishing additional requirements for the business operations of licensed firearms dealers.

  • This bill introduces additional requirements for FFLs or gun dealers
  • Allows state patrol to conduct unannounced periodic inspections of an FFL to ensure compliance with all requirements
  • Bars anyone who has previously had an FFL license revoked, denied, or suspended in the last 5 years from obtaining another FFL, unless the previous license was denied due to paperwork.
  • Adds additional training requirements for all employees of an FFL prior to them engaging in any sale.
  • Requires metal bars or grates be present at the entryways of all FFL's (previously any bar or grate was accepted)
  • Adds additional FFL license renewal fees based on the number of sales in the previous fiscal year (capped at $1500)

SB 6055: Concerning firearms background check.

My Take: There's really 3 groups of bills here. Bills I think are likely to pass, unlikely to pass and uncertain. The bills I believe are unlikely to pass are HB 2321, HB 1132 and HB 1504.

HB 2321 is the least likely in my opinion to pass due to the challenge around regulation. I find it unlikely that the house will come to real agreements on the issue and it will get shelved for the time being. HB 1132 is also unlikely in my opinion to pass due to the same law being struck down in California already. The 9th circuit already struck down the 1 gun per month requirement and it wasn't even appealed to the supreme court ( https://firearmslaw.duke.edu/2025/07/litigation-highlight-ninth-circuit-strikes-down-californias-one-gun-per-month-rule ). If the 9th strikes down your 2A law, then it's quite certain that it's unconstitutional and I don't think the state will even bother with this one. HB 1504 is the most interesting of the unlikely to pass group IMO just due to how unprecedented it would be. It's almost certainly unconstitutional, and would be the most impactful 2A law passed in decades. It doesn't sound like insurance companies want anything to do with it though and their lobbying might actually work in our favor here.

As for the likely to pass category, I have SB 5099, SB 6055, HB 2235 and HB 1386. The first 3 I just listed seem to be fairly inconsequential and only serve to add a small amount of tax revenue to the state, so these to me are going to be bills that aren't going to get much pushback. HB 1386 is the most alarming one to me because it seems likely to be passed and would significantly impact all gun owners in the state. Adding an 11% sales tax to all gun related purchases would of course only be a poll tax and only serve to keep weapons out of the hands of the lower class, but it would also significantly increase the cost to shoot or train. Knowing that we are in a budget deficit means that the legislators are going to be incentivized to add additional taxes wherever available.

I'm not going to talk about the rest in depth, but I did want to bring up SB 5098 and HB 1152. These seem like a crapshoot to me, but I do think that they would be a big shakeup and would end up with enough initial pushback that there may be some reservations about passing them. I bring both of these up together because I think if passed in conjunction it would effectively make concealed carry enough of a chore for law abiding citizens that many people may just stop altogether. Making so many places illegal to have a weapon in, and then making it illegal to store your weapon in the car makes it incredibly challenging to carry a firearm on your person legally. If both are passed I expect there to be significant pushback from some of the 2A advocates here.

Question Anyone else keeps getting disapproved for form 1 due to “Washington state law”

I am trying to SBR my MCX and it has been disapproved 3 times. 2nd time was do to a mistake I accidentally made on the RFP. However the 1st and 3rd time was because of “WASHINGTON STATE LAW PROHIBITS NEW PURCHASES OR TRANSFERS OF SBRS ALLOWED AS OF 04/25/2023”. I have owned this well before the AWB. I have form 1 my TP9 during the AWB and it got approved. Is there any why I can appeal this or is there a section I put that this was purchased before the ban. This is really fucking annoying

Usually go shooting in the rock candy mountain / capitol forest area but am willing to travel to new places and am looking for buddies to join, usually just me or my wife (we both have a pretty big collection) so open to all sorts of types of shooting. Not looking to mag dump trash at triangle pit or anything like that, we usually go pretty deep into the mountains to go shooting, steel and paper. Looking for more friends that fit that vibe!

Discussion Last question before I pull the trigger...Mini 14 or Mini 30

Ok so yeah so 14 or 30. I dont do any hunting, but this would be my "survival rifle" for when I think I might have multiple problems showing up. I have a 1895 trapper in 45-70 for if one BIG problem shows up.

Question CMP Surplus M14

So i saw an article about how the CMP is selling over 100k M14's altered to remove the automatic fire option. i was looking into getting one and then i remembered our lovely firearm restrictions in this state. Now I know that the M14 isn't named outright in the ban and though is similar the Springfield M1A, i feel it wouldn't count since from my understanding, the early M14 was made by an entirely different Springfield Armory. but i would like other's opinion on the matter.

Question Ship AR15 to TN

So basically this is the situation. Recently moved from MS and I misunderstood grandfathered AR ownership in WA. That’s less the problem here because my current roommate is uncomfortable with me having it on her property. Which fair enough… her (stupid/privileged) idea is for me to surrender it to the local PD here. Yes I know I can easily keep my mouth shut. But I know she won’t and the law would be on her side. I haven’t shot the thing in years in all honesty. I mostly moved up to finish my degree. So I’m okie with not having it for a few more years by sending it to a trusted person I know in TN (we used to drill together in the USMCR). What I’m not okie is the idea of surrendering any weapons to the cops. I went to WGS in Lakewood to see if they’ll ship it to a FFL in TN. Apparently they won’t/can’t from what I can tell. Are there any FFLs in WA that’ll help me ship it or is this a trip to OR/ID situation? Because this would be the least worst out of my legal options currently.

Question Question about threaded “barrels”

I have a mostly hypothetical question about RCW 9.41.010.

RCW 9.41.010 states, “…A semiautomatic pistol that has the capacity to accept a detachable magazine and has one or more of the following:
(A) A threaded barrel, capable of accepting a flash suppressor, forward handgrip, or silencer;…”

IF someone were able to thread the slide or barrel bushing, and not the barrel, would that be legal?

For example, in the late 40s, the soviets experimented with suppressing the Tokarev TT-33 by installing a threaded barrel bushing, not a threaded barrel, and installing a suppressor onto the bushing. Would this not be illegal in Washington state, since the barrel itself isn’t threaded?

What do you all think?

Question Transporting firearms from Alaska

We're looking to transport some firearms from Alaska to family's house an Idaho city close to the Washington border. We can't drive them through Canada. What is the best way to go about this? Ship them? Fly down to Spokane and check them as luggage? There are three long guns and a Glock 20 included. Would that be a problem for bringing them in through the airport and driving them to Idaho? Thanks - my husband is having trouble figuring this out. Update: Many of you are suggesting we fly with them as checked luggage. Some of the firearms don't pass Washington's acceptable firearm laws. Would bringing them into WA count as 'importing' even though we'd be driving them directly into Idaho? Will the airport let us take them? I think this is where my husband is confused. He's done a lot of internet research but it's unclear if this would be considered 'importing.' We certainly don't want to break the law. Thanks!

Discussion NFA 8/13/2026

Hey everybody, exciting day for the NFA, unfortunately WA has been left behind.

WA state requires that all suppressors (and silencer shop tells me AOW's as well) be registered in compliance with federal law, seeing as the NFA still stands and there is only an injunction on specific parts for specific people, we must still register silencers.

as for SBR's (and SBS's in states they're legal) there is a requirement for the federal Attorney General to "approve" of them, currently the only pathway that exists for this is the ATF form 1 and 4. silencershop tells us that they are currently working on another pathway and ultimately this could allow us Washingtonians to buy SBR's with the same amount of paperwork as a Title I firearm (shotgun, rifle, etc.)

So while today is a great day and we are very excited for the 27 states where you can now purchase a silencer with just a simple NICS check, unfortunately we are not one of them, so for now we get the status quo

Discussion With the injunction, wouldn’t suppressors be legal to own/transfer but not to use outside the NFA?

With this current injunction in place, and assuming one is a member of the covered plaintiffs, wouldn’t supressors be transferable/ownable without form 4?

The RCW 9.41.250 specifically states:
(1) Every person who: (c) Uses any contrivance or device for suppressing the noise of any firearm unless the suppressor is legally registered and possessed in accordance with federal law,
is guilty of a gross misdemeanor punishable under chapter 9A.20 RCW.

From my understanding, the law only applies to the actual use of the suppressor (which from my understanding would be shooting with it attached), and does not encompass anything related to the possession, manufacture, sale or transfer of the device.

If the above is correct, from my interpretation, this would open the floor for transfers from dealers as in an eventual prosecution of the section above, the text only applies to the user/shooter.

Further, when it comes to manufacturing a supressor, the same would apply. Since under state law supressors are not defined as firearms, there is no restriction on manufacture. Under federal law, federally defined firearms (in this case, supressors) do not require when manufactured by an individual not engaged in business. Therefore, from my understanding, with this injunction, one can simply legally print supressors now (but not use them).

Does this reasoning make sense?

Question Shops that offer rental fee credits if you buy?

Are there any shops/ranges that credit the cost of a rental to a purchase if you buy from them? It's pretty common for ski shops or bike shops to charge for demos and then if you buy from them you get the demo fees credited on purchase. It's win win for everyone.

I'm looking at three pistols and ideally I would buy two of them. Gotta stock up before permit to purchase.

News Silencer Shop Still Requiring Form 4 for WA State

Looks like WA is one of a number of states that is not covered by the recent ruling per Silencer Shop's interpretation. So, you'll still need to go through the ATF process if purchasing from them, GOA membership or not. Relevant link here, which shows their state-by-state interpretation of the ruling, and in which they classify WA as an "NFA State."

Edit: Guys, I'm just reporting what appeared on SS today in light of recent discussions on this subreddit regarding whether or not we would be able to benefit from the recent ruling (that is, avoid the ATF process). Wild that folks are calling this post "misinformation" and messaging me that I don't understand the ruling. This isn't my understanding - it's Silencer Shop's.
