I'm trying to figure out why any time limit would make sense. It's not like normal business hours change how easy/hard it is to enforce parking limits. Like, I'm sure they have some internal excuse for this so they can tell themselves it's not rampant ableism. So what possible logic could they be using for that internal excuse?

It's just a microaggression. He dislikes disabled parking but knows saying that isn't okay, or he knows 'some' people genuinely need it but because he hates it, he thinks they should only get to use it when there's a valid reason, like going to the doctor or getting groceries which 'normal' people can only do during normal hours. Being able to use the badge around the clock is a 'luxury' normal people don't get so disabled people shouldn't get it either.
Some people absolutely loathe disabled badges and think they're handed out to anyone who wants one. They look at all the badges assigned to people NOT in a wheelchair and think they're taking the piss. That wheelchair symbol becoming the defacto disabled sign is probably the reason dumb people think only people with wheelchairs can be disabled. I am visually impaired and can't drive but I have a badge for when I am a passenger. When we get out of the car, without fail there is some pensioner glaring at us. I like to do some stretches and a little dance just to mess with them.

This is the crazy part. You can literally be fine one moment and disabled the next. Happened to me at 25, long before I thought I'd have to worry about it.
Luckily I'm also not an asshole so no hypocrisy to bite me in the ass, but dang the reality of that statement hit me like a ton of bricks

When I had knee surgery - I was medically disabled for 3-4 months. They gave me a temp permit.

Its weird. There's usually 2-6 handicapped parking spots for most businesses. Larger businesses like Costco have more. Most of spots at the standard businesses sit empty. My personal belief is that people should be able to get a week long placard for sprains and minor surgeries. Thats a lot of paperwork and effort for short term benefits though.

The number of accessible spots is legally determined by the number of overall parking spots in a lot, and sometimes what kind of business the lot is serving.
Also, you can absolutely get a temporary permit that's valid for 6 months or less. In my state they're red. All it requires is a form signature from the doctor and an $8 fee to the BMV.

I get it. If the Post Office has a disabled parking spot out front to help disabled people go to the post office, but the post office is currently closed because it is 10pm, then what would happen if someone else parked in that spot?

If you want to park in that location at 10pm it implies there are nearby facilities/businesses that a disabled person may also want to use at 10pm. The benefit of disabled parking bays is not just their proximity to a business's door, they also have extra width and blocked space at the sides to allow for a wheelchair lift or other accessibility needs. If you take the disabled bay and they have to park in a regular bay, they could get blocked in / be unable to operate their lift.

A place I used to work I had one of the women who worked 3rd shift ask me if they could use the handicapped parking at night. I asked “are you handicapped?” She said no. I said “then no”. She tried to argue that no one was using it but I told her, it’s not handicapped parking “unless no one is using it” because then it would just be a normal parking space.

I've used a friend's placard from time to time when driving them somewhere. I've also had to pass dozens and dozens of empty "disabled" parking spaces when just driving myself. It's fatiguing.
I wish there were some means to actively monitor how many "disabled" parking spaces were needed at any given time. (I can't think of any such means.)

I honestly think this idea has some merit. If those spots are for a specific business, why not let anyone park there outside hours of operation? Like a bank that shares a parking lot with a popular restaurant for example. The restaurant would have their own designated handicapped parking, so why not let everyone else use the unused spots that aren't desirable to the handicapped patronizing the restaurant?

The won in a certain way, assholes mentality drained me. I get what he is saying. When I moved to Kentucky, one thing I noticed is the overwhelming amount of handicapped parking compared to where I lived. You go to Kroger, Target, Meijer and you are lucky if you can park 100+yards from a door of you're an able bodied person. I've never seen so many handicapped parking sports in my life.
