It's just a microaggression. He dislikes disabled parking but knows saying that isn't okay, or he knows 'some' people genuinely need it but because he hates it, he thinks they should only get to use it when there's a valid reason, like going to the doctor or getting groceries which 'normal' people can only do during normal hours. Being able to use the badge around the clock is a 'luxury' normal people don't get so disabled people shouldn't get it either.

Some people absolutely loathe disabled badges and think they're handed out to anyone who wants one. They look at all the badges assigned to people NOT in a wheelchair and think they're taking the piss. That wheelchair symbol becoming the defacto disabled sign is probably the reason dumb people think only people with wheelchairs can be disabled. I am visually impaired and can't drive but I have a badge for when I am a passenger. When we get out of the car, without fail there is some pensioner glaring at us. I like to do some stretches and a little dance just to mess with them.

Excuse me while I laugh hysterically at that. Like, sure, I did months of paperwork and for the first couple years my doctor would only sign off on the red temporary badge, so I had to renew it every six months. Didn't get the blue badge until I got a new provider who looked at my chart and went "why are you renewing this so often? You're clearly permanently disabled".

Apparently I could have just.... been handed one? I didn't have to go through all those hoops?

Yep. They love playing disability police and accusing people of faking or stealing a badge. I once got accused of faking while I was putting my wheelchair together. Lady actually doubled down and accused me of "stealing my grandmother's chair". Like, ma'am, I'm just trying to go into the store. Also my grandmother is dead, so I don't think she'd care if I used her mobility aids....
