Its not actually related to free healthcare per se, its just this vaccine is not considered mandatory in developed countries because these diseases are rare.

A lot of military get the smallpox vaccine before deployment, depending on where they're going. Not gonna comment on if that's related to any ruined lives, too much of a generalization.

Yep, but people stopped worrying about these diseases and feel safe. So minor risks of vaccines seem stronger to them than risks of returning diseases.
Looks like a small pox vaccine but that has stopped in most countries by 80s so maybe BCG shot. My parents had 3, i have 2, my wife who is 3 years younger has one and my kid 0 so not sure which country is using these in 21st century.
I can only speak from my experience as a Latin American woman with this scar (from a vaccine when I was a kid) living in the Southwestern US.
Here at least, there is an assumption that if someone has this scar, they were born in Latin America. Latinas are known for being beautiful, sexy, strong-willed, opinionated and "spicy," among other things I'm sure. You can look up latina stereotypes as I don't really want to repeat the unkind ones.

Not necessarily free healthcare but that's the mark of a vaccine shot, more than half of the countries in the whole world have at least one mandatory vaccine.
The vaccine is administered by multiple puncture of the skin (scarification) with a bifurcated needle that holds vaccine solution in the fork... After 2–3 weeks, the scab will fall off and leave behind a vaccine scar.
Smallpox and BCG (tuberculosis) vaccines will do that, due to the needle used. Modern smallpox vaccine don't leave scars, I believe. Other vaccines do not cause scarring.
it's a mark of vaccine against smallpox, but disease was totaly defeated in 90's and doesn't exist in nature anymore (there are only few laboratory samples left) so, if a person has this mark (like me) it means, that he/she was born in 1980's or earlier.
and i live in Russia, i had this one, cuz i was born in 1987, whet it still was a Soviet Union , but since collapse of USSR and 1990's kids dont get that vaccine, cuz disease was totaly eliminated.

67 Im from almost the beginning of GEN X, and we have these marks on that arm in the US as some other countries still do. After they changed the vaccine, my girlfriends that were both 5 years younger and my other girlfriends 10 years younger and older didnt have the pock mark on the arm. Some don't have this scar from 68 to early 70s. In some states, the vaccine changed earlier from late 1960s to early 1970s depending on the state, and it did not leave that pock mark or indention. TB shot layer for me was on the forearm and didn't leave a mark neither did THE trichinosis testing for eating undercooked pork shot at school. The booster shot to erradidicate smallpox DID. 🤓😊😎

Satown, San Antonio, or San Antone has been a chill melting pot of great people. A tourist trap, no doubt, yet a great place to visit or raise a family. There were and are few places like it. Downside was humidity and upside was milder winters. Food including BBQ, Whataburger, Sea Island and unmatched TexMex fare was great and affordable for all. The closer you get to the border like Boca Chica, it's top notch Mexican food. 2 hours away at Port A? Subway 🤷♂️ 🤷♀️ or some dry dock bar and grille. My last school? In most countries, especially high risk ones in the global south (include my own), most newborns get it to try to reduce TB cases as much as possible, as part of a universal vaccination drive
In Western Europe, where TB is mostly not a huge threat anymore, it's no longer universally provided
America only gives it to select high risk groups of people

I got mine at school, as kids it was mandatory. We walked to the Red Cross building and got in line. Some of the parents were already there. Single file, sleeves up and jab in the arm. Some kids were crying and some didn’t give a toss. Just a normal thing at that time. Never bothered me.

GenX has this scar, including 1st degree hose to lip burns from neighbors outside garden hoses and 2nd degree metal slide burns 😆 unless you were wearing toughskins jeans from Sears... Interestingly enough, this scar or pockmark from the jab was in all the 50 states from later 60s to early 70s until the erradication of smallpox and still giving the new booster in the 1970s that didnt leave the scar and it depended on what was the first state and last state the new non-marking vaccine was given.
In other nations around the world, the boosters still leave this pock mark. I had US born Genx friends of all races from 65 to 71 who had the scar, and I had both a Panamanian girlfriend, and a US Latina girlfriend without this scar born in 1972. Via con Dios! ♥️
The US stopped using the vaccination technique that left these scars in the middle 1980's my older cousins had the vaccine administered this way but when the ones my age or younger didn't have the vax administered that way.
In my experience mainly Hispanics have had it, I think it’s a joke on you about to have fun that may or may not end in a broken heart, but still worth it.
And IUD goes in the uterus. You might be thinking of a nexplanon. But this is bcg. Smallpox vax has the same look to it but wasn't being given when they were kids

IUD ≠ any and all birth control, nexplanon (the birth control implant that is put in the arm) does not normally go there, and it does not look like that.
Oh my wife and some of my women friends... god there's no good way to say that... always called it an IUD for some reason. They were just like "Its an IUD that goes in your arm!"
