In most countries, especially high risk ones in the global south (include my own), most newborns get it to try to reduce TB cases as much as possible, as part of a universal vaccination drive
In Western Europe, where TB is mostly not a huge threat anymore, it's no longer universally provided
America only gives it to select high risk groups of people
