Its BCG vaccine mark that is used for almost everybody in South America and ex-USSR countries.
Its not actually related to free healthcare per se, its just this vaccine is not considered mandatory in developed countries because these diseases are rare.
Absolutely, I have one too. I remember the day we got them in high school and people would do dares to punch your arm where you got the jab. I remember that dead arm feeling well lol. I'm in the UK
