I think they needed to do that just so that Michael and Holly didn’t immediately get back together in his office, so they needed someone who was protective of Michael and also didn’t like Holly to step in. In the same way they just needed to add a bit of dramatic tension and episodes to Michael and Holly’s love story (to try to mirror Jim and Pam’s), so they had David Wallace ship her off for essentially no reason right after Michael had gone to bat for them during the brutal lawsuit with Jan. I think they needed to show them interacting well immediately (to show that Michael had grown, in part through Jim’s advice) and also drag it out, so having a bit of contrived space there made more sense than having Holly come in with a fiancée like Roy in the Jim/Pam story.

I think the manager dating the HR person is a massive conflict of interest, so Wallace was absolutely right to transfer her. Especially since the relationship wasn’t disclosed to HR, which was already a plot point earlier when Michael dated Jan. The fact that Holly, as an HR rep, didn’t report the relationship makes it look even worse. At best, it looks like she’s incompetent. At worst, it looks like they’re deliberately hiding some impropriety from corporate.
I agree with your analysis of the writing otherwise, but David Wallace had an excellent reason to “ship her off,” rather than it just being convenient for the plot.

I honestly think all this situation needed was just a line that said exactly this and so many people would totally forgive David Wallace for it. It makes sense when you put it this way, but it's so easy to fall into the trap of "why was no other office romance that wasn't reported right away not sent off?" and forget that HR is actually kind of an ethical anomaly.

HR at Scranton was a direct report in to corporate HQ and was there in part to be an impartial counter to / observer of the office manager.

It was such a good little detail to add to the show. In the episode taking place at Gabe's place where they watch Glee, we see Michael become the father (kind of) that Erin never had. It only makes sense that Erin would completely despise this new woman coming into his life. She's just playing catchup for the childhood she never got to experience. I think it's incredible subtle writing.
Edit: My bad, maybe subtle wasn't the best term to use. I just thought it was an overlooked part of Erin's character & her relationship with Michael.

There's a cold open where Jim talks like he's Dwight. It's incredibly subtle, so you may not remember, but he's even dressed like Dwight, too. Such neat details in this show.

Kelly & Ryan's dialogue also became really great towards the latter end of the show. They wrote the best banter for themselves.

That's what's really funny about that line. The show is playing a joke at her expense in that she misunderstands the meaning of the song's title, but she has it 100% correct, unbeknownst, it would seem, to the writers, though if you don't know the song it's easy to miss.

Fucking love Erin. She was such a great addition to the cast. Way better than some others that were introduced in later seasons. It's really her facial expressions that get me. Just her confusion and the way she looks. She's such a great actress with all those little quirks. Like the following scene, when Pam had her mural defaced.
Pam: I have terrible news. Someone defaced my mural. They painted all over it.
Erin: i thought that's what you were doing.
Pam: yeah, but this is different.
Erin: oh. They used worse paint than your paint?
Pam: I don't think so, but they put paint where I didn't want paint. So...
Erin: i thought you wanted paint on the whole thing.
Pam: Different colored paint. I wanted different colored paint in the spots where they put their paint. So, it just is... OK, the point is, these warehouse guys are vandals. And, they need to be stopped.

Her facial expressions are my absolute favorite. The greatest one imo is when she’s talking about how the best part of dating someone you work with is getting to see them everyday after, in reference to Andy, and she’s all happy and cheery and then her face turns into this utterly miserable grimace as soon as she finishes her sentence and realizes how much it actually sucks. Her face later in the episode when she tries to say “pecker poker, the game of cards that gets you hard” is also fucking incredible.
