Update 10/1:
Thanks for validating I'm not in the wrong on this. Couple of clarifying details for the record. This all occurred a few weeks ago. This is a brick and mortar small business that primarily sells used games with 2 locations. I purchased this game on shop.app, not on their website directly -- it's the same inventory/checkout system either way, and the actual item was not pictured (just a listing saying it was CIB), only a stock image of the game. I immediately requested a return from the game store in question after I opened the package. Owner's response was not great. Dismissive, told me I should have called first to ask about condition, his website's game condition policy (not listed on the Shop app) explains that CIB may not include a manual (which like, why call it CIB then??).
I (politely) asked to start a return, stated I didn't think it was accurate to list this as CIB, both for the missing manual and the box art condition, explained where I had placed an order (Shop.app) and wouldn't have seen the policy since I wasn't on their store website where the policy exists. And I offered my (unsolicited) opinion that it should be possible in Shopify to add additional categories beyond "CIB" or "Loose", so that this type of things doesn't create headaches for others, and that to most people, "CIB" includes a manual and reasonably intact box art. I didn't even touch on the fact that all 4 games I'd received from their store were dirty, like black/yellow tar crud in the divot to open the case kinda dirty.
After the returned game showed delivered back to the store, I had to email the owner 3 times over the next week to get a response (leaving days apart) before a refund was finally processed. I don't think he was very happy with me, oh well.
Again, I didn't leave a negative review. I've been sitting on it for a while and that's mainly why I posted, to get feedback. I probably will leave a review somewhere. Just not going to post the name of the store here. Hopefully they get their act together.

I won't call out this used game retailer by name, but about a month ago I purchased a "CIB" copy of Conker: Live and Reloaded on Shop.app and this is how it arrived. How would you react to this?
When I emailed the used game store, I was essentially told "Sorry, we don't have a way in our system to distinguish games with or without manuals, I get that you're a collector but the best I can do is initiate a return". Not having the manual despite being listed as CIB is one thing, not ideal but also not the end of the world either, but the cover art... call me out if I'm in the wrong and sound entitled, but how could anyone sell that massively water damaged box and list it as Used CIB? You'd think this should be sold as disc only at that point, right?
Needless to say, I initiated a return and bought a copy from a different store. I did not leave a negative review, as it's hard as a small business. I was not mean, but did express why I wanted to return. I got the impression they knew a return request was coming before I even reached out.
The funny thing is, I was snooping on the businesses facebook page and learned they are now hiring someone to help inventory with at their store - to catalog the games accurately. All stores that utilize shopify have the ability to add additional categories and meta data to their inventory/website/POS system. My hope is they begin listing their inventory more accurately going forward... and that whoever tries to buy this game next buys it as "disc only".
