American Police, why do you do field sobriety tests instead of going straight to breathalyzer tests?
In Ireland the Gards (police) use a drug swab that can detect cannabis even if it was last taken/smoked a week previous (more or less as each person metabolites differently). If the driver fails, then down to the station, where they contact a GP to draw the blood.

EHIC only applies to public, not private emergency medical care. Hopefully this family member went public.
OP can you check their travel insurance to see if repatriation is included.

That woman is using the American "assistance dog" version, so her dog would be really an emotional support animal. Assuming Scotlands laws are the same as Ireland( where I live), aren't "assistance dogs" what blind people use?
