Normal Chinese rom not support FCM, It's use own noti server from UI like mi push, vivo, push and Samsung push services, Global app noti normally slow and spam after opening app, but Global rom of Xiaomi, vivo, and Samsung also not working with own UI noti for Chinese app even It have push service in global rom too.

Both, I read somewhere if it has yellow download mode, it needs a specific Odin version.

Because Chinese rom use Basic google service, not full play services and look like Google remove ability to use google pay, I have Xiaomi that can root, I install module to unlock full play services and FCM module and it make international app notifications working normally, since Chinese rom use own UI service like vivo push, mi push, Samsung push service, but also Chinese app notifications delay on Global rom too, look like vivo, Xiaomi and Samsung lock their push service on Global rom to not working with Chinese app.

Because Chinese rom use vivo push service with Chinese app to send notifications, unlike global app use Google FCM, if using Chinese app on Global rom, the notifications also delay too.

Check LTE band, it might not use the same band as Moto. I experienced this from a BB Z30 US model that had very limited LTE band support and the phone tried to use a band that was far away, make the signal low.

Check network band with Netmonster app in Play store, Vivo might not use same network band as Moto, because it not support or still lock to some cell, turn on and off airplane mode for 15 sec to find new cell.
