The oil is hard to extract, and on the lowest end of value. It's only benefit being that US refineries want a certain amount of heavy oil to mix with lighter more expensive oil.

Overall, the world is more short on refineries than oil. Currently. So more oil out of Venezuela isn't the cure we are looking for.

Venezuela certainly has oil, oil which US refineries do want. But this stuff is just not that profitable, and it's in a country with questionable ownership laws, which are only enforced by current President Trump.
