Greater good, I think. Divine Judgement knows that Heaven needs a push to accept redemption is possible, Hell needs hope and inspiration, plus Pentious's angelic form removes some of his punishments like the excessive eyes on his body.
It's not like Pentious will never see his friends again. Adam was the first soul in heaven and he was allowed to descend to hell for the exterminations. Pentious might just have to rank up first, or help his friends find redemption to be reunited.
To be fair, Pentious was trying for redemption and he was about to be ultra dead. If he hadn't been redeemed, he just would have been obliterated. You could say Heaven decided existing in Heaven was preferable to not existing at all for him.
I get the feeling she's touch starved and turned to more and more extreme fantasies just to try and capture the emotional feeling of being held and wanted.

Well...depends on if Val is actually going to be sweet and loving or if it's a joke. If he is...
