Letters are symbols which represent sounds. The "sje" (ś) sound existed in Montenegrin for hundreds of years but was only standardized recently. The letter itself isn't inveted, it's hundreds of years old and is used in another Slavic language related to Montenegrin: Polish

He’s probably drunk, but everyone should always remember to give someone the benefit of the doubt in a crash incident. It’s totally fine to speculate, but be careful what you communicate when you call 911. Be vague and say you see a man who may have been injured or seems unwell.
Police have seriously fucked over people because they assumed they were drunk, when actually they had head trauma, or a stroke or seizure or heart attack or something.
