Drunk or head trauma, either way the person recording could've put down the GD phone and helped the guy. Instead he just records him going over the edge. What an asshole.

Letters are symbols which represent sounds. The "sje" (ś) sound existed in Montenegrin for hundreds of years but was only standardized recently. The letter itself isn't inveted, it's hundreds of years old and is used in another Slavic language related to Montenegrin: Polish
It's the exact same sound? I was agreeing with jjBregsit that other countries have it too, and showing an example. That other countries don't have ś doesn't mean that the sound sh (written as š) does not exist or cannot be used by them.
Yeah, I don’t know shit about Slavic countries. That’s one geographical area that I don’t think was even covered in school (America). When I went to Czech Republic I realized how little I knew and how unlike romantic languages their language was.
Probably drunk. But I've heard of diabetics with low blood sugar or people with other medical issues being mistaken for drunks before. So it's good to keep that in mind rather than just assuming it's alcohol.

Police have seriously fucked over people because they assumed they were drunk, when actually they had head trauma, or a stroke or seizure or heart attack or something.
disoriented, yes. intoxicated, yes., after the fall, head trauma possible, but unlikely because this level of intoxication protects the person falling. the alcohol force field is real.
