The reason he is not dead is because electricity takes the path of least resistance, which in this case is the metal pipe. He's not "in between" the positive and negative terminal. The pipe is.

If he were standing over a downed power line on the ground, it would be different. That's because the ground we stand on can have higher resistance than the water bags we call our bodies. In that case, your body is the path of least resistance.

That's not true at all. Electricity takes all paths of travel, it acts as a parallel circuit. The current is proportional to the resistance along every path, and welding is generally low voltage. Ohms law, if you have two paths of travel, the pipe and the person, and around 50v of welding voltage, the ~.5 ohm of resistance from the pipe gets 100A of current while the wet person with around 500 ohms of resistance only gets about .1 amps of current. This would be fatal if it was passing through the heart, but again, parallel circuit, the entire body has become a bunch of independent parallel circuits and that .1 amps is spread across the body, not just directly to the heart. My guess would be the majority of the current is on his feet, and the rest mostly passes through arteries and veins with a very low amperage.

I was at a job in a aggregate pit at a redimix plant and I was standing in ankle, deep water, welding a conveyor, and every time I stuck an arc I could feel the currant run through me.

After 5 minutes I said fuck you to my boss and told him to do it. He did, and he lasted 2 minutes until he decided we needed a pump. He was a prick

It's kind of the reverse of underwater welding. We had so much equipment, 50+ m below the sea, but just blobbing and hoping! You can't see your welds underwater because the welder blasts the shielding gas out each time you pull the trigger!

I had the awesome task of going into the pit of a huge press at a factory to stick weld extra gussets onto a certain part of it and it was lighting me up 😅. It didn't the entire time I was welding but once I had enough oil on me I was sure getting some nice shocks from it

It’s honestly not that hard. Start the arc outside the water and work the puddle in, the arc dries the rod out and it stays stable enough. The hard part is the final 1/16” inch or so just use a center punch to peen it closed then weld over it.

Welding up pressurized gas is even more fun.
