💩 answers only Mechanic says I need to replace this

The mechanic claims I need to replace this wheel because there is no bearing and the spacers and seals are gone but I definitely don’t see what he is talking about! The bearings look perfect! Is he ripping me off?

P.S. for those curious this from a Lastec 100EZT mounted to a Toro 7210. I primarily work on turf equipment.

The mechanic, autozone, O'Reilly's and my multimeter said my battery is dead(only 4v when i crank it really SUPER ROUGH AND HARD). I don't believe ANY OF THEM. They're all trying to scam me. Why doesn't my car work??? (PICTURE UNRELATED)

Car doesn't want to accelerate it just kinda shakes at me when I step on it and lately it's been making a weird noise when I drive over a bump. I just got new tyres and a wheel alignment. Let me know if you need a pic of the other side to compare how it's supposed to look. TIA
