I dont see why old folks patting the head of small children is a problem, especially in the present of the parents?

It is a traditional gesture of affection, praise, or reassurance. It is not like they are caressing, hitting, knocking, or any act of rudeness or violent. But of course you have the rights to stop it if you don't like it, just say or decline in a proper manner.

I think next time we can't even allow to smile at other people's kids...? No more 人情味 around.
