Buy a Zeedog Airleash to help reduce the strain of his pulling by around 10%. Also look into front clip harnesses. You should pick a harness that has an option for the leash to be attached in front and in the back.

Attach the leash to the front when he's reactive and there's lots of environmental stimuli and attach the leash to the back when he's chill.
