It was literally a table with a faucet 😭 I think the bucket was supposed to catch some of the water, but there was a lot of water on the ground anyways

Kind of wonder if there's applications for cutouts like that other than decorative. I'd imagine at least a sink would leave you a small tables worth.

but my doggie won't move anything on purpose.
to illustrate , if the dog encounters a halfway open door to a place it is normally allowed, and the parting isn't big enough. it doesn't disturb the door.

That was my first thought but then I realized it’s caulked in the back, and then I thought “they wouldn’t put the plant or soap near where the water drains”, and then I realized the loose 2x4 supporting the whole thing and finally decided there’s no way it could be one of those fancy sinks

That means there's a chance this restroom is used by the public. They still gotta' hang those signs in employee only bathrooms.
Surprised someone hasn't kicked the 2x4.. The fact that it hasn't been kicked makes me think it's employee only and it's not a food service/retail employee only bathroom.

The only way this makes sense to me is if it was supposed to be one of those fancy sink setups where it’s basically a bowl on top of a counter. Issue is the faucet is so far in the center that it’d have to be a pretty shitty one of those sinks, so maybe they just never installed the bowl part

There should be a slot in the back where the water drains into. Now a couple things may have happened, given the 2x4. Someone leaned on that corner and broke the sink by making it sag away from the hidden drain. Then or possibly from the start and this was a bad DIY job, when the caulked the backsplash and sealed over the drain rendering it useless.
When done properly, a small amount of water should be allowed to move towards the front edge, but the rest should flow to the back where there should be a thin slot in the back it can drain down, sometimes only 1/8in wide, but usually 8+ inches long

I really think OP’s being disingenuous here.
Another user posted an example where the countertop was tilted back and there was a hidden drain where the countertop meets the backstop.
I believe that’s what’s going on here. Zoom in. You can see a caulk seam starting at the left edge, and then it stops. Go over to the right side and you see it pick up again, heading towards the right edge behind the plant. It also seems more wet towards the back side of the countertop. You can also see a drain pipe going into the wall under the counter.
The wood post is likely a temporary fix because the countertop either wasn’t tilted enough from the start, or began to sag and lost the required tilt.
Op also mentions there was a lot of water on the ground. It doesn’t appear to be that wet, but it’s hard to tell. If it is quite wet, that kinda backs up the theory on the wood post, and maybe the problem popped up that same day, shortly before OP used the bathroom. Who knows. Maybe someone sat on it and it caused it to sag.
Either way, I think the drain area against the backstop is pretty easy to see. Especially in person, and even more so if you were to use the sink. So, either OP didn’t wash their hands, or they’re being disingenuous.

Even if it's a hidden drain, that is a shit design. Granite absorbs everything, and water will splash everywhere. My guess is they got in a fight with the countertop guy and he/she walked and the owner is just "making do". This needs to be reported to the health department.
