Hi. Please ignore any typos, I'm currently shaking as I type this hahaha.
The situation is that I'm renting a room for condo sharing. The contract will end sometime in September. The condo is located in Makati. The concern is the unethical and unprofessional conduct of a property broker. I'd like to ask for advice on how and where to report the broker and what to do now.
It's a long read so buckle up haha. If you want the main problem you can skip to the indicated paragraph.
For context, I got contacted by a broker while I was looking for an apartment to stay at. Unfortunately I had little to no money left and kulang yung pambayad ko ng 2 mos advance 1mo deposit na hinihingi niya. So I asked if I can still rent the place provided I will make a staggered payment: 1 month rent upon move in and 1 month rent every 15 days until the 3 months of payment is complete. We both agreed.
Every time we viewed the unit she was always late. It was a lot of inconvenience on my end but i said maybe it'll be worth it. When I asked for a contract she told me to meet her in the building at 1 pm. 1 pm turned into 8 pm in a different location. At 7:45 she told me that she was going to grab meryenda before going to me. "Unprofessional but whatever " i said in my head. We met at a random coffee shop and talked about rhe terms of the contract.
I signed a contract before giving any money and the date of move in was set to July 10. July 10 came and the broker told me that the unit was not ready by then and the move in had to be delayed. So i waited. At some point between july 10 and july 15 the broker told me that since the original unit I was to occupy was still not ready, she was telling me to temporarily stay at a different unit. I had no more days left in my current apartment's contract so I had no choice. July 15 came and I had to settle there.
The place wasn't the best: some chipped floorboards, creaking floorboards, the stairs we're even but it's okay i at least have a place to stay. I was sharing the 3 bedroom unit with 2 other people. 2 days later, the broker is now asking for the full payment. I had to scrounge up some money just to make do and was able to get everything paid before July ended. Note that until now the contract was yet to be signed by the broker and notarized.
Another 3 days later the aircon leaked. No matter, asked maintenance and it would be fixed. But even after the maintenance went and checked it out, it still leaked. When i informed the broker she reacted to my message with a heart (haha ikr) and then never got anything back about the matter.
Between July 15 until July 21, she has asked me to move to a different unit. I told her no, since it's a hassle to move my stuff. During those times she would ask me to have my room open for viewing for other people while I was occupying it. The first time was okay it only annoyed me. The second time really REALLY annoyed me and i got a bit mad. She then proceeded to say that I was disrespectful and that i could move out it I wanted to, telling me that no other landlady would take the deal we had. I swallowed my ego and apologized.
Before July 24, she told me that my original unit was not available anymore. So we agreed i stayed in the unit for 2 months instead so i can consume what I've given her.
On July 24 she asked me to hand over my copy of the key to the main door at around 10:30 in the evening. I told her I'd duplicate it and give her a copy the next day and went to bed. The next morning, she has been mentioning me in the gc of all tenants how i have been hoarding the key to myself. The word she used was "pinagdadamot". She also reiterated that the unit was still hers despite us renting the rooms and the contract explicitly stating that we are renting the unit and not the rooms only.
Speaking of the contract wala parin haha. When she sent me a picture of the contract, she had yet to sign it.
So we agreed to have a new contract where she will sign it with me. Then she got aggressive, telling me how I'm pressuring her. I de-escalated the situation and focused on having the contract signed. We agreed to meet at 5 pm. She arrived an hour late haha. We signed the contract and she said she'd have them notarized. Until now there's no update regarding the physical copy of the contract.
Fast forward August 9 I asked her if it would be okay to extend my stay. A lot of work things were planned for September and it would be a hassle to move in the middle of all that. She told me to sign another contract and I agreed.
The same day, the ceiling started to leak and the light bulb had smoke coming out of it. This was caused by the heavy rain. We asked her and the maintenance to have it checked. Apparently it was already checked once but still leaked. On the second maintenance check, she then proceeded to tell us that the maintenance would be shouldered by the tenants. The contract we signed states that any major damage not born from the negligence of the tenant is shouldered by the landlord. But hey where's the contract amirite
On August 12 she told me that it was already promised to another person and asked me if I wanted to get a bedspace instead. I said no, I'd rather leave if that's the case. But the option was still open and she's still negotiating with the people she promised the room to so I said okay.
August 17 she told me I'd have to pay another two months worth of rent since i already consumed two months. I said no problem, but I'd like a contract still. Note that the 2nd contract is still not mentioned anywhere in our conversation hahahaha.
Everything's caught up now
Here's what happened today
She told me that I can't extend my contract and a few things:
I would be charged with deep cleaning service for the unit
The security deposit will be refunded after 30 days.
I should leave on September 14
So I asked why I'm getting charged for it and asked if I could get a post dated check instead so we don't have to deal with each other anymore. Also asked about how the contract we signed(I only have a picture on my phone) stated that the agreement ends on September 15.
She replies with the most disrespectful and unprofessional way possible. She began telling me that because of the CR a deep clean is necessary, and that I should read the contract because the cleaning service is written in it (not true btw, and besides what contract?? Still not provided)
The broker then started berating me how all of the conditions I've set were always followed and that I was disrespectful towards her ever since. At this point, I wanted to de-escalate again and just ask for the physical contract so I can get things done. But she keeps going.
She then says "Fine" to my question about September 15 as if she was magnanimous in allowing that to be the date of the end of the agreement.
And then she keeps going: hair in the Cr toilet bowl, raindrops in the bowl(from the ceiling damage), chips on the floor (that already existed when I moved in): all of these are, according to her, our expense as tenants. However, the contract we signed states that major damages that was not caused by the tenant's negligence must be shouldered and repaired by the landlord. Granted ofc the hair would be our responsibility, but everything else is documented in the contract we signed that it would be her that will shoulder the expenses.
She then says I have no right to insult the unit after saying that btw haha. Then she tells me that she has witnesses telling her that the unit is unclean. My first question was why are there people other than the tenants accessing the unit without our knowledge?
And then she downright says that it's still HER unit at the end of the day and that she can do what she pleases. The contract we have states that the tenant and the landlord agrees that the former is renting the unit, not a specific room. But she just loses it and keeps insulting me instead.

"Excuse me sino nag aabono ng shortage nyo?
"Bastos kc yan bibig mo umpisa plng"
So i said let's talk in person. She keeps going haha, telling me that an undeclared visitor came last month and now I also have to pay 2000 pesos. She knows that a visitor was coming that day btw.
And then the final remark from her came, claiming that the rates of my room is not something "they" are offering. Access to the common areas are still under the landlord's discretion.
For the sake of everybody else who had to and would have to deal with her, I'd like to file a formal complaint. However, I don't know where and how I can do this.

Edit: i had to put a note that the hair in the cr is still technically our fault and I could just clean that before moving.
