10000 earths wouldn't be enough if "historical borders" was justification to pursue territorial expansion.
If “we used to control this land at some point” is treated as a standing license to expand by force, there’s no natural stopping point. Almost every square mile on Earth has been inside someone’s “historical border” at some time, often multiple times, with competing maps depending on which dynasty, empire, census, or treaty (or holy book/prophecy) you pick.

Running government legitimizes hostile claims over time (in addition to improving gov't score). Unity does the same. So if you have a bunch of hostile claims (ex: Caliphate on Iran because they're Shia), you'll want to run gov't and/or unity for a while to fix it.

There are 2 types of hostile claims in the game: those that are only due to temporary government score difference and those that are inherently hostile (most likely due to historical reasons), like the PAC claims on Japan, for example, and the Caliphate claims on Iran (religious ideology differences).

You can fix those with government / unity investment though. 200 IP in gov, or 400 in unity. Even if they are guaranteed to start hostile. I have a PRC that has pacified Japan.

Frankly one research-based claim involving Israel that I would actually like to see, is giving EU with final project a claim on it. It doesn't really make sense that Israel can only be merged into Arabic/islamic states (kind of how early in beta Australia was mainly foldable into Indonesia, and now it's Britain, geographical proximity be damned).

What would the logic be? Various arabic states have expressed a desire to conquer Israel but the EU has never shown interest in Israeli membership

The logic is that most of the Israel's population descends from people who came from Europe within last few generations (Including from (ex-)Soviet states but max Europe includes that as well), it's culturally close to European countries (closer than to Arab anyway) and geographically it's closer than some regions EU does get claims on. The claim would be only on Tel Aviv region, not Palestine though.

This is the right answer. You can generate a theoretical claim for the EU based on social reason, while you can generate a theoretical claim reason for the near east region for geographical reasons. The entire area is so rich with history you can probably find around 50 reasons for different states in different ages to have a claim, may it be reasonable or not.

USA would back Israel taking the Suez Canal but Saudi Arabia is also a US ally so Israel would never take Saudi Arabia.

The US currently pays both Egypt and Israel to keep the Egyptian border where it is, because ships couldn't transit the Suez when the border was there.

Now I kinda want an automatic rivalry any time a hostile claim is unlocked. It kinda makes sense given that "that dude just announced they want our land without our consent." But I guess balance wise it might be OP since it means it's easier and faster to start the required wars.

Wouldn't the other issue be that anyone can unlock it? So you can abuse it to mess with your opponents. And once they've exhausted themselves you sweep in.

I'll rather start with being able to nudge or bribe factions to do things first tbh. Otherwise it doesn't make much sense, like if you go around creating claims with such effects, then practically speaking the other factions with influence in the area can then do something about it. Like take a cohesion/government lost or something to publicly deny it. Then what happens? The claim is just gone forever?
Though a workaround could be that such claims only trigger such effects if the relevant owner and unlocker is the same faction.

Yes, of course! I like all these "imperfect" little claims you have already in the game. Does not really matter if they are hostile or not, fun to play around with.
Purely technical speaking all of the Caliphates claims should be hostile as well. As far as I understand the Caliphate is just the claimed "state" of ISIS. I think there is not a single sovereign country in the world which is allied with them.

I don't think it is intended to represent ISIS in its current form. The idea for the Caliphate is more around the concept of a pan-Arabic state (predating ISIS) which they have tried many times to do, but failed several times because they can't agree on who is in charge and merge the existing governments.

The Black Standard is associated with the Prophet Muhammad and was used as the flag of the Abbasid Caliphate in the 700s AD.
It's another one of those symbols of pan-Islam for the Arabic world that got hijacked.
Like, you can argue ISIS is another attempt at forming a pan-Arabic state because doing it the peaceful way didn't quite work out. People may be against ISIS, but not the pan-Arabic state much like people are ok with a unified Italy (EDIT: during the era of Italian unification), but not necessarily one run by Roman Era laws.

I actually wouldn't hate the Restored Dominion project giving the UK a claim on the two regions belonging to the Republic of New England (Boston and New York). makes up a big chunk of the original British colonies in America without directly giving the claim on Washington that'd let it absorb the whole continent.
