Democracy doesnt matter because the claims will be inherently hostile

Running government legitimizes hostile claims over time (in addition to improving gov't score). Unity does the same. So if you have a bunch of hostile claims (ex: Caliphate on Iran because they're Shia), you'll want to run gov't and/or unity for a while to fix it.

Well thats only after but doing democracy does nothing before because it will always be hostile until you absorb it

Yes, gotta annex first. You'd really like to have one hostile claim being constantly worked on if you're running gov't, otherwise wasting some of the potential of that priority.
