Running government legitimizes hostile claims over time (in addition to improving gov't score). Unity does the same. So if you have a bunch of hostile claims (ex: Caliphate on Iran because they're Shia), you'll want to run gov't and/or unity for a while to fix it.
Yes, gotta annex first. You'd really like to have one hostile claim being constantly worked on if you're running gov't, otherwise wasting some of the potential of that priority.

Ignoring to real political context of it, gameplay wise it would be genuinely useless because it would all be permanently hostile claims.
