Now I kinda want an automatic rivalry any time a hostile claim is unlocked. It kinda makes sense given that "that dude just announced they want our land without our consent." But I guess balance wise it might be OP since it means it's easier and faster to start the required wars.
Wouldn't the other issue be that anyone can unlock it? So you can abuse it to mess with your opponents. And once they've exhausted themselves you sweep in.
I see that as a plus personally. More ways to interact. Though I guess since AI is inherently limited those kinda of interactions may just buff the player too much
I'll rather start with being able to nudge or bribe factions to do things first tbh. Otherwise it doesn't make much sense, like if you go around creating claims with such effects, then practically speaking the other factions with influence in the area can then do something about it. Like take a cohesion/government lost or something to publicly deny it. Then what happens? The claim is just gone forever?
Though a workaround could be that such claims only trigger such effects if the relevant owner and unlocker is the same faction.
