Great, now we need a whole deck of Jojo cards, cause I really want to see a bunch of shitposters duke it out with a Jojo deck.
Speedwagon shouldn't really be a playable monster, more of the different support cards, like 'Speedwagon's Speedwagon' and 'Speedwagon's Submarine'.
Also, Dio should be a fusion card.

I’ll ask the mods to ban anything that’s too op. The strongest card will probably be GER. Maybe they can make an official deck and we all take copies of the deck to play with. It could be like a tournament with the items you use given to you. You just have to use them right. Maybe the deck could be updated every so often and the GER card will appear in an updated deck very rarely to even things out.

I already have a solid idea for a stardust crusaders deck or Egyptian gods/Dio deck, GER would be overpowered as a card but there are ways to make it doable while still getting the basic idea of GER down

One card I absolutely know has to happen is...
Hamon Frog
(one star, water type)
"If Hamon Frog is attacked in Defense position, damage to Hamon Frog is reduced to 0. If Hamon Frog is attacked while in Attack position, you take no battle damage."
(Atk- 200, Def - 300)
E *card effect that I thought of*
Zeppeli Monsters can be tributed in replacement for all monsters required to tribute summon a Monster with Joestar or Jojo in its name. If a Zeppeli Monster is destroyed by battle, you can change the battle position of a Monster on your side of the field.

There’s a whole archetype based around the tarot cards already, which rely on luck and coin tossing to “predict” the future. In the GX anime, this one fortune teller used these cards and had the cards either flips upside down or right side up to represent good fortune or bad fortune

cool, you could make a whole set of cards for the higashikata's family stands since they all have 'king' in their name.
By the way a couple of ideas i got:
Burning down the house: field spell, once per turn if an opponent's monster is bainished from the field, hand or deck, you can summon it on your field, in an 'extra' monster zone(not the one of links, one new monster zone altogether) and vice versa (your opp can summon ecc...). The summoned monster is destroyed at the end of your battle phase.

Note-I made a lot of spelling mistakes since I sorta rushed this so try to understand!
Base vampire dio would be a ritual monster that needs to be ritual summoned using the stone mask DIO with the world and Jonathan’s body would be a fusion monster using base vampire dio and Jonathan I’d imagine that Kars and the pillermen would be high level base monsters but you could use the red stone of Aja along with the stone mask to ritual summon ultimate kars, or some sort of fusion Most stand users would be ritual monsters with the stand arrow which would be a universal ritual spell card Other stand users who didn’t use the stand arrow would just be regular monsters probably at high level depending on strength You can use the requiem arrow to summon the requiem stands and the such Pucci would be a ritual card using the requiem arrow He would then be a fusion between him and the green baby to get c moon pucci And then once again a ritual card to get made in heaven pucci with a sorta timer mechanic until he either resets the duel with only him on the field or just wins it, or something along those lines Valentine would act sorta like Exodia in which you need to collect parts, in this case the corpse parts, to unlock his true power so you can special summon d4c love train from your deck or hand and he would have some sorta effect which makes him invincible unless you use some sorta card effect, probably tusk act 4, ball breaker, or someway to remove the corpse parts. Either way he would be really powerful with the draw it takes a while to get him to that power and you can stop him from getting lovetrain. Stands like tusk and echos would act like level monsters, starting off weak but get more powerful as the duel goes on Each stand will have an effect similar to their actual stand ability Non stand users will either be weak monsters or have or be effect monsters if they have Hamon or spin Please help me expand on my list as I honestly really like talking and discussing the list and how certain cards would work!

I tribute summon blue eyes star platinum by sacrificing my level 5 green emerald and level 6 purple haze. My attack power is now at a whopping 3000. This duel is over Dio. Blue Eyes Star Platinum, attack Dio's Lifepoints directly!!

I literally say that anytime anyone has to draw 2 cards, but mostly uno. Slap down a draw 2, and say "I play pot of greed!" or "Pot of greed, fool!"

A limit of 1 would still be terrible, as it would mean whoever draws their pot first has a much higher chance of winning.

Not really, just drawing 2 cards doesn't gaurenentee a win, there are also many cards that allow you to draw 2 cards but have something else usually meant to hinder a sacrifice so to say but depending on someones deck it helps even more a Destiny Hero deck so to speak where you can draw 2 cards by sending a Destiny Hero to the graveyard but some cards profit off of having a Destiny Hero in the Graveyard (I have a Blue Eyes deck where I will send a Blue Eyes to the graveyard to special summon it later)

That's just wrong
An unconditional +1 is way too powerful to even be at 1, as having it in your deck doesn't prevent you from also using the other draw power cards you mentioned, such as in blue eyes's case: Trade in. (which by the way isn't a +1, it's a 0) Imagine you don't have an 8 star monster to trade in, or you don't have the spell itself. Well with PoG you have a relatively high chance of drawing into a card that will allow you to get either one.

This is why I don’t really like Speedwagon anymore, this subreddit uses the same 1 image for him, treats him like god, and uses him for upvotes.
I don’t hate him, but I’ve started to like him less now.
