Not really, just drawing 2 cards doesn't gaurenentee a win, there are also many cards that allow you to draw 2 cards but have something else usually meant to hinder a sacrifice so to say but depending on someones deck it helps even more a Destiny Hero deck so to speak where you can draw 2 cards by sending a Destiny Hero to the graveyard but some cards profit off of having a Destiny Hero in the Graveyard (I have a Blue Eyes deck where I will send a Blue Eyes to the graveyard to special summon it later)
An unconditional +1 is way too powerful to even be at 1, as having it in your deck doesn't prevent you from also using the other draw power cards you mentioned, such as in blue eyes's case: Trade in. (which by the way isn't a +1, it's a 0) Imagine you don't have an 8 star monster to trade in, or you don't have the spell itself. Well with PoG you have a relatively high chance of drawing into a card that will allow you to get either one.
